California requires light fixtures to meet specific regulations such as Title 20 and JA8. To qualify for Title 20, light fixtures require high efficacy and a higher-than-average rated life. The California Energy Commission states that all “white light LED bulbs and retrofit kits with E12, E17, E26, or GU-24 bases, including omnidirectional, directional, and decorative lamps” must adhere to the Title 20 regulations for state-regulated LED and small diameter directional lamps.
Like Title 20 and Title 24, JA8 is a set of rules set as a part of California’s energy regulations. JA8 compliant fixtures must be high efficacy, meeting a minimum of 45 lumens per watt. Additionally, JA8 certification requires that light fixtures have a high coloring rendering index (CRI) of 90 or more, which makes colors appear brighter and more vivid. Light fixtures must pass tests and meet specific requirements to become JA8 certified. According to the California Lighting Technology Center at UC Davis, products that meet the 2019 JA8 requirements are marked “JA8-2019.” Additionally, products that passed the Elevated Temperature Life Test are marked “JA8-2019-E.”
